What was displayed on the upper section of this Bat rack?

Got this last year & just pulled it out of storage. Bottom section holds 48 bats but I don't have a clue what the upper portion is for (maybe gloves?) The guy I purchased it from said it came ot of a Gambles hardware store but couldn't remember what was above the bats? Any thoughts?

Judging from the width of the slots on the arms I was thinking maybe the old wooden tennis rackets. It looks like they would hang down just far enough but you still would be able to get a bat out without knocking everything down.

Rdb34....that's money! Didn't even consider another sport, plus I'd hate to hit the next antique show looking for garden shovels.
