Webless Crescent??

OK vintage guys, need a little help here. Picked up this interesting glove today and here is what I can tell you.
-It measures 6 3/4 inches tall and wide
-Crescent pad runs down thumb to below pinky finger area
-Lots of issues with the seams on the front around the thumb
-Asbestos/Felt lining runs up through the fingers
-No visible signs that a web ever existed.

So, what I want to know, is it a kids glove or did adults back in the 19th century have really small hands? If it is a kids glove, does anyone know when they started making gloves for young players? I never really thought about that before but it seems interesting to me now.
