I've seen a few of those over the years. The only info I could ever find on the "Popular" brand is that they are listed as a private label glove company in the collecting guides. That means they were gloves manufactured by an established sporting goods company, then relabeled with the "Popular" logo. Such manufacturing deals were usually done with retail outlets that wanted to sell gloves, but had no manufacturing capacity.
For instance, Wilson made many of the gloves sold through Sears and labeled with the J.C. Higgins brand and Rawlings made most of the gloves sold by Montgomery Ward.
I don't believe that "Popular" was an import (made in Japan) brand- many odd brands from overseas proliferated in the late 1950's and early 1960's. At least, I do not see the "country of origin" name anywhere on the label and most early import gloves were required to have that.
Age-wise, my best guess would be approximately 1960, give or take a few years. The style of the stampings reminds me of similar gloves made by Regent from this era, but that is purely speculation on my part.
